For us the people of Tajikistan as a part of the world community is a source of pride, which was held on August 6, 2021 on the basis of a joint resolution of the heads of Central Asian states in Turkmenbashi city of the Republic of Turkmenistan – the Founder of peace and national unity, the Leader of Nation, President of Tajikistan Emomali Rahmon during the Central Asian leaders’ Summit (the President of Tajikistan Emomali Rahmon, the President of KazahstanKosimJomartTokaev,the President of Kyrgyzstan SadirJaparov, the President of ShavkatMirziyoyev, and the President of Turkmenistan GurbonguliBerdimuhammedov) was awarded with the first highest award – the Medal of Honor of the Heads of Central Asian States for meritorious services in the development of friendly relations, good neighborliness, mutual understanding and collaboration of Central Asian states, strengthening security in the region, promotion of joint interests and initiatives of the region’s countries in the international arena.
The awarding of the President of Tajikistan Emomali Rahmon to this award is anotherproof thatthe President of Tajikistan as the Head of State and executive power for the people of Tajikistan as the guardian of the Constitution and laws, human and civil rights and freedoms, guarantor of national independence, unity and territorial integrity, stability of the state, regularity of state bodies and their cooperation, promotes the main directions of domestic and foreign policy of the republic at the highest level, represents Tajikistan as a responsible and exemplary state in the country and in international relations.
The people of Tajikistan propose and support the adoption of the Constitutional Law of the Republic of Tajikistan “On the Founder of peace and national unity – The Leader of Nation” from 14 November, 2016, № 1356 Emomali Rahmon was elected as an outstanding historical personality of the nation, who was elected the head of state at the sixteenth session of the Supreme Council of the Republic of Tajikistan, made a unique contribution to the establishment of the state system of independent Tajikistan, the restoration of the constitutional order, the achievement of peace and national unity, in accordance with the Constitution of the Republic of Tajikistan, he was elected President of the Republic of Tajikistan by popular votein 1994, he played a significant role in the structure of a sovereign, democratic, law – based, secular and social state, rescued the nation from disintegration, the state from extinction and civil war, and made significant contributions to the development of economic, social, historical and cultural policy of the independent state of Tajikistan and formalized his long – term idea with this law.
Thanks to the wise policy of the Founder of peace and national unity, the Leader of Nation, President of Tajikistan Emomali Rahmon since independence the state is globally recognized not only to establish fruitful relations with foreign countries, but also to find its own diplomatic approach, based on the protection of national interests and respect for universal values, as an active and influential country.
Through the consistent efforts of Emomali Rahmon as a President of the Republic of Tajikistan, Tajikistan has been established diplomatic relations with most countries of the world and 160 countries have officially recognized the independence of Tajikistan. Tajikistan is a member of regional and most international organizations, and defends national values and interests, expresses his views on global issues and makes specific proposals on how to solve them. The Republic of Tajikistan is a member of 57 regional and international organizations, and it plays a role in solving the world’s political, security, economic, social and cultural problems together with other countries. Tajikistan considers extensive regional cooperation as the most important tool for solving economic, trade, social,environmental and security and stability issues in Central Asia at the time of independence and supports the peaceful and friendly coexistence of the peoples of the region.
The Leader of Nation at the opening of the new building of the Ministry of Foreign Affairs of the Republic of Tajikistan stressed in his speech, that “The Leadership of the Republic of Tajikistan considers extensive regional cooperation as the most important tool for addressing economic, social, ecological and security issues in Central Asia, and he has demonstrated this perspective several times in its political practice over the past twenty years. We will be able to withstand modern global threats and challenges together and in a constructive and in trusting manner in the region.
In his message which was in 2019, the Leader of Nation called one of the most important foreign policy achievements of the country the establishment of bilateral and multilateral cooperation between Tajikistan and Uzbekistan, noting that “in 2018, bilateral relations have undergone historic changes in our neighbor and friend Uzbekistan, and we have fully resolved all the pressing issues that have arisen between the two countries over the past twenty years, bringing our cooperation to the level of a strategic partnership”.
The Leader of the State stressed at the Central Asian Leaders’ Summit which was held on August 6, 2021, that “We are ready for close cooperation in the fields of trade, industrial production, digital economy, innovation and modern technology in the field of tourism and ensuring food security, transport and energy security”. The President of the country Emomali Rahmon also proposed a number of beneficial measures, emphasizing the need for further expand trade and economic collaboration, including in the fields of industry, energy, transport, communication, strengthening cultural and humanitarian ties, including tourism, expanding cooperation in health, especially welfare, sanitary and epidemiological surveillance of the population and close cooperation between the security structures of the two countries in the joint fight against security threats and challenges. It was noted that in the current situation, the collaboration of Central Asian countries in the fight against terrorism, extremism, radicalism, drug trafficking, cybercrime and transnational organized crime requires urgent measures, evaluating trade, economics, investment, agriculture, various industries, development of transport and communication infrastructure, rational and efficient use of water resources and the coronavirus pandemic are important areas of cooperation has attracted the attention of the audience in the region of Central Asian countries.
The President of Tajikistan Emomali Rahmon also plays a role in the establishment and development of regional and international organizations. Particularly, the issue of conversation of the “Shanghai Five” into the Shanghai Cooperation Organization was raised by the President of Tajikistan Emomali Rahmon during a meeting of heads of the state in Dushanbe (July 5, 2000). Later in the Council of Heads of State, on June 15, 2001, the Shanghai Cooperation Organization was established in the People’s Republic of China, the Russian Federation, Kazakhstan and Kyrgyzstan. The Republic of Tajikistan has done a lot of significant work since joining this organization.Particularly, the Council of Heads of State and Governmentof SCO (Shanghai Cooperation Organization) Member Stateswas chaired in Tajikistan in 2008 and 2014, while in 2006 – 2010 and 2018. This year, which marks the 20th anniversary with the provisions of the Jubilee Session of the Shanghai Cooperation Organization will be held in Dushanbe in 2021and is chaired by the Council of Heads of State of the Republic of Tajikistan. It is obviously clear that current reputation of Tajikistan at the international level is the result of the President of the State Emomali Rahmon’s consistent and tireless efforts. Tajikistan has been acceptedas number of influential international organizations, from the constructive initiatives of President of the country to address global challenges, including the fight against terrorism and extremism, drugs, translational organized crime, environmental issues and like these will be presented to the world. Especially, the Leader of nation’s series of initiatives addresses the water problems of the world, with a focus on the importance of the issue, has led to a unique presentation of Tajikistan in the international arena.
The President of Tajikistan Emomali Rahmon’s work has been recognized with several international award as an international – level politician and exemplary model. Particularly, United Nation’s Peace Prize, Commonwealth of Independence States’ Medal of Honor for great contribution to strengthening and development of the Commonwealth, friendship, god neighborliness, mutual understanding, mutually beneficial cooperation within the CIS (Commonwealth of Independence States), gold medal of the International Peace Federation “In honor of peace and harmony among peoples” and the medal, many emblems of individual states and regional and international organizations. Analyzing above reality, we can say with confidence that the School of Statehood of Emomali Rahmon has become a model for the leaders of Central Asia and the world.
