«TRENDS IN SCIENTIFIC DEVELOPMENT IN THE CONTEXT OF DIGITALIZATION AND GLOBALIZATION»

Under this title, an international seminar was held in the hall of the Tajik National University at the initiative of the Higher Attestation Commission under the President of the Republic of Tajikistan.

Firstly, the Chairman of the Higher Attestation Commission under the President of the Republic of Tajikistan, Doctor of Biological Sciences, Professor, Corresponding Member of the National Academy of Sciences of Tajikistan, Sayfiddin Davlatzoda, opened the seminar with an introductory speech, recalling the constant care and support of the Head of State for the fields of science and education. He stated that the Commission, as a central state body engaged in the regulation and control of the system of certification of scientific and scientific-pedagogical personnel, plays an effective role in the development of science and ensuring a high level of scientific research in the republic.

It was noted that, given the rapid changes in the world and the needs of society, a necessity has arisen to revise and introduce scientific requirements and criteria into the regulatory legal acts governing labor relations in the system of certification of high-level scientific and scientific-pedagogical personnel, as the introduction of scientific requirements and their coordination with international norms, along with the adaptation of scientific journals to international standards of Scopus and Web of Science, are of particular importance.

Then, Mamadsho Ilolovich Ilolov, Academician of the National Academy of Sciences of Tajikistan, spoke on the topic “Development of Mathematical Sciences and Digital Technologies in the National Academy of Sciences of Tajikistan”; Alina Bakytzhanovna Zhumagulova, Director General of the Independent Agency for Accreditation and Rating, Candidate of Legal Sciences, on the topic “Improving the Quality of Scientific Research in Higher Education Institutions: New Trends and Horizons”; and Mumin Mashokir Sharifzoda, Deputy Chairman of the Higher Attestation Commission under the President of the Republic of Tajikistan, Doctor of Economic Sciences, Professor, on the topic “Analysis of the Publishing Activities of Scientific and Higher Professional Education Institutions of the Republic of Tajikistan.”

Furthermore, Inesh Ergazyevna Kenzhina, official representative of Clarivate in Central Asian countries, Doctor of Philosophy (PhD), Associate Professor, presented on the topic “Scientific Journals in Web of Science: Practical Methods and Global Experience”; Olga Alekseevna Yanovskaya, Doctor of Economic Sciences, Professor, Advisor to the Independent Agency for Accreditation and Rating, on the topic “The Impact of International Standards on Quality Assurance in the Scientific and Educational Environment”; and Dmitry Viktorovich Sultanov, Advisor for Scientific Research Solutions at Elsevier in Central Asia (virtually), on the topic “Selection Criteria in Scopus and Journal Development Based on Scientific Principles.”

Subsequently, during the discussion, representatives from the Kulob State University named after Abuabdullo Rudaki, universities and institutes of the Sughd region, and the Khorog State University named after M. Nazarshoev spoke virtually, expressing their views regarding the adaptation of scientific journals to the international standards of Scopus and Web of Science.

In conclusion, Certificates of Appreciation were presented to Abdullo Mamadamon, Candidate of Technical Sciences, Associate Professor of the Department of Motor Transport Operation at the Tajik Technical University named after Academician M.S. Osimi, and Farrukh Sharofzoda, Doctor of Chemical Sciences, Senior Researcher at the “China-Tajikistan Innovation Center for Natural Products” of the National Academy of Sciences of Tajikistan, for publishing their scientific articles in prestigious international databases and their significant role in enhancing the prestige of Tajik science on the international stage.
